I have a suspended NY drivers license. Can I surrender my driving privileges to clear that?

I have recently moved and I want to apply for a drivers license in another state. Is there any way I can work around paying hundreds of dollars to a state that I'm probably not going to drive in again? And will anything in the new state be affected? (insurance rates, eligibility for a new license, etc)
