I was caught speeding in South Carolina and they suspended my license in PA and?

I was caught speeding in South Carolina and they suspended my license in PA. I eventually paid my speeding ticket. Now I am about to pay my $25 restoration fee but online it is stating that I should have surrendered my license and mailed it to Harrisburg but I never received a letter stating this. Could this be an error? Also how long will it take after I pay the restoration fee to have my driving privileges back? My lease for my car is up in two weeks and I cannot get a car loan without a valid license.
