What was the show where the bad guys scratched the back of their legs?

My girlfriend and I were talking about shows we watched as kids and she mentioned one where you could tell who the bad guys were because they scratched their calves with their other foot. I have no idea what it was but I want to find it for her. My guess for a time frame would be mid 90's to early 00's she is 21.
