Who do you think is/was the strongest Akatsuki member?

Kisame was a great shinobi,yet, he is way far from being the strongest akatsuki. If you are including Madara(Toby), that would totally be the answer. If not, Pain. Even Madara accepted that Pain is impossible to defeat. Apparently, the weakest was Sasori
