From scratch yeast rolls in oven? ?

I found this great yeast roll recipe here on answers last year, now I can't find it and I lost my copy! It called for flour hot water powdered milk and letting it rise twice.... any help would be great. I really want to make these again! I know that's not all the ingredients but I can't remember any of it. Thanks in advance!
