I received in the mail a scratch off from a car dealership...?

The scratch off said if I match all three I will win, with no purchase necessary, anywhere from $50 to $15,000. So all mine matched and I called the # and they told me to come in and bring ID and I will receive my winning. He also told me that 10,000 were sent and there are only 5 winners and I'm the first to call. I would like to know if this is legit???
