Can I surrender or euthanize my dog while it's quarantined?

My dog attacked another dog and is now classified as "dangerous" according to the city. Because he bit another dog, he is supposed to be quarantined for 10 days, which I can do at home. However, various circumstances prevent us from keeping him after this, but the ordinances aren't so specific that they state whether or not we have the option of surrendering or humanely euthanizing our dog during the quarantine period. I don't know what the protocol is for this, and I've tried contacting the dog warden several times, and I fully intend to keep trying, but in the meantime, can anyone tell me what the standard operating procedure is in a case like this?
