As per historical trends do all the seats get filled up in the first SC/ST admission?

list ? Urgently need to know, since i'm skeptical about surrendering my seat in Hindu(eng.hons) from the first list to apply for Economins(in North Campus colleges since my aggregate is pretty good-83%) in the second list
